Hon. Usman Jidda Shuwa

Alhaji Usman Jidda Shuwa, a fellow of the War College, was born on 14th February, 1958 in Bama town, Bama Local Government Area of Borno State. A graduate of Law from Ahmadu Bello University Zaria, Alhaji Usman started his working career with the Borno State Government in 1981 as a Master Grade II. He later became a full time Lecturer at the Borno State College of Legal and Islamic Studies, Maiduguri, where he rose to become Head of Department of Sharia and Civil Law in 1987. He had also been a part-time Lecturer of Law at the Faculty of Law, University of Maiduguri. In addition to his enviable intellectual reputation as an academician, Alhaji Usman also had considerable administrative acumen, which prompted the authorities to appoint him as the Registrar of the Borno State College of Legal and Islamic Studies, Maiduguri from 1988 to 1992. He was later posted to the Borno State Agricultural Development Programme as Director of Personnel Management where he served until 1996.

2. In 1996, Alhaji Usman Jidda was seconded to the Presidency and later appointed Principal Secretary to the Head of State and Commander-In-Chief in 1998. In 1999, he was appointed Director of Administration in the Federal Civil Service and was posted to the Revenue Mobilization, Allocation and Fiscal Commission as Director in charge of Mobilization. From there until 2009, when he statutorily retired from the Federal Civil Service, Alhaji Usman had served meritoriously as a Director in many Federal Ministries, including those of Defence, Finance, Health, Education and Transport, among others. He had also served as Director-General, National Centre for Women Development.

3. In the course of his long Civil Service career, Alhaji Usman had served as quite a number of high-profile Committees and panels at the State and Federal levels, either as Chairman or Member. He Co-Chaired the Economic and Financial Crimes Commission (EFCC) Committee, appointed by the Federal Executive Council to investigate activities of the Board and Management of the Nigeria Ports Authority under the Chairmanship of Chief Bode George from 2003-2007. He was also at one time, Member of the Governing Board of the Federal Airports Authority of Nigeria and that of the Nigerian Maritime Authority. Alhaji Usman also served as Chairman of Borno State Government’s Special Committee on Feeding of Boarding Secondary Schools from 2012 to 2015 as well as Chairman of the Committee on the Rehabilitation, Reconstruction and Payment of Compensation to Victims of Insurgency in Bama Local Government from 2013-2014. He was also appointed Chairman, All Progressive Congress (APC) Screening Committee on Aspirants in Kaduna State for the National Assembly and the State House of Assembly, during the 2015 General Elections.

4. In June 2015, Alhaji Usman Jidda Shuwa, was appointed Secretary to the Borno State Government, by His Excellency, the Executive Governor of Borno State, Alhaji Kashim Shettima, a position he still occupies. He is the Secretary, Northern States Governors’ Forum and Chairman, Forum of Secretaries to the Governments of Northern States. He has also been a Member of the Presidential Committee on North East Initiative (PCNI) since its inauguration in October, 2016.

5. Married with children, Alhaji Usman has, to his credit, quite a number of Research and Seminar papers, particularly on Law, including “The Criminal Procedure Code: Its Impact and Implications in Society”; “The Transfer of Criminal Jurisdiction from Area Courts: Merits and Demerits”; “The Position of Marriage Bye-Laws in Borno State” and “Poverty Alleviation as Panacea for Internal Security”, among others.
